These are high grade steel rear axle plates for the later VAG platform.  When lowering your car the rear wheel/axle is usually is off centre and sometimes the wheel is so offset it touches the inner arch which can lead to instability.  These plates allow you to put the wheel back in to the centre and correct that offset. 

The offset plates, are installed between the axle support and the body of the vehicle,

The plates have 20mm offset to the rear of the vehicle and also have a 30mm offset to the top of the vehicle. The track is also widened when installing these plates by 15mm per side.
